T.O.D. Zoning Initiative

Dover, Kohl & Partners worked with Port Authority of Allegheny County (PAAC) and the Congress of Neighboring Communities (CONNECT) from the University of Pittsburgh in an education effort to teach principles and implementation strategies of Transit-Oriented Development (TOD) friendly zoning to 10 municipalities. DK&P led a team of Urban Design Associates and Community Solutions Group (a Pittsburgh GAI affiliate) to hold a series of workshops that provided the necessary tools that will enable each municipality to establish their own TOD regulations, ensure a successful future for TOD, and enable the establishment of additional TOD within Allegheny County and the Greater Pittsburgh region. The final result was a two-part report (Best Practices Guide and T.O.D. Toolbox.) The Best Practices Guide describes the concepts of each workshop and event in greater detail. And T.O.D. Toolbox reviews each community’s comprehensive plan, and bulk and parking regulations; makes recommendations for adjustments to the regulations that would encourage T.O.D., and presents strategies for implementing these adjustments.
