Crystal River Civic Master Plan

Crystal River Civic Master Plan is a planning and designing process for the town Crystal River, Florida. The plan is a chance to design key streets, public spaces, and areas and put into place regulations that are in alignment with the community’s values. The land use component of the plan seeks to give local businesses a wider range of land use options for their properties including mixed-use, retail spaces, workplaces, recreational spaces, and a wider variety of housing types. It may be possible to allow a fuller range of housing in each neighborhood and to satisfy daily shopping needs within each neighborhood. The project focuses on the following three geographic-topic areas:

  • Town Square and the Community Redevelopment Area (CRA)

  • The Highway 44 Neighborhoods

  • New Centers and the Waterfront

Highway 44 and its surrounding neighborhood comprised the first phase of the process to be completed. An online, Virtual Charrette for the Highway 44 Neighborhoods was held on June 1st, 2nd, and 3rd of 2020, to create a community-based land-use plan and street plan for Highway 44. Members of the community, local organizations, technical experts, city officials, and others participated in 10 stakeholder meetings on specific topics. Five Open Virtual Studio sessions allowed the public to directly engage with the designers and planners working on the project. In these sessions, the design team shared what they were working on, answered questions, and took comments. On Tuesday, June 2nd, an onsite workshop was held at City Hall for people to learn about the plan and provide feedback in person.
