In 2002, Dover-Kohl and Annand-Alcock were hired by Stockland Trust Group to propose a new township design for New South Wales, to be located 30 km from the Sydney CBD in the major North West Sector growth corridor. This proposal was prompted by a competition by the NSW Government’s Department of Planning, which aimed to facilitate the development of a multi-functional sub-regional center as a model for sustainable urban development. Victor Dover and Peter Annand led a five-day design charrette to identify a series of guiding principles that would shape the proposed Master Plan.
The result was a plan to establish a "real town" as opposed to a shopping center disengaged from the surrounding residential, commercial and community uses. The principles of the design were centered around context; urban structure; connection; detailing/placemaking; and implementation/delivery. Studies were also done of the neighboring Macquarie Towns, adapting their lessons so that the new township would maintain the historic character that defines the area.
The Stockland proposal was the runner-up in this invited competition.
