The Chattanooga-Hamilton County Regional Planning Agency, at the direction of the Mayor of the City of Chattanooga, commissioned a planning study to revitalize an older suburb centered on the Eastgate Mall, a 1960s-vintage shopping mall. Through a collaboration of public and private interests, including the mall owner, the community chose Dover, Kohl & Partners to facilitate the design and implementation of a master redevelopment plan.

The consensus plan is rooted in a substantial reconfiguration of the mall property, infill development within the surrounding surface parking areas, and new development to reconnect the shopping center to the surrounding neighborhood and nearby office park. The plan calls for gradually turning the mall inside out, focusing around a network of streets and a new square. The mall is now being transformed into a real town center for the Brainerd area.
